The Pro-Wide Team Joins Valley Vista Apartments: A New Chapter for Affordable Housing in Lake County

Pro-Wide Drywall is proud to announce our involvement in Valley Vista Apartments, a new affordable housing development breaking ground in the City of Clearlake, California.
From State Land to 80 New Homes
Valley Vista Apartments is located near the intersection of 18th Avenue and Dam Road Extension in Clearlake. The project came to life through Governor Gavin Newsom's Executive Order N-06-19, which directs state agencies to identify underutilized state-owned land for conversion into affordable housing. The California Department of the Military, working through the Department of General Services, negotiated an exchange of the former Lakeport Armory site for approximately 15 acres of unimproved land in Clearlake, half of which is being developed into Valley Vista Apartments.
When complete, the community will bring 80 affordable rental homes to Lake County, situated near established neighborhoods, a hospital, the community's largest shopping center, and Woodland Community College's Lake County campus. The developer is Chelsea Investment Corporation, with Emmerson Construction serving as general contractor.
What We Are Building
Pro-Wide’s scope of work at Valley Vista includes Rough Carpentry Framing, Drywall, and Painting. This type of work forms the backbone of every unit we build across the many projects that we are part of. As with every project in our portfolio, our crew approaches this work knowing that the quality of what we build today directly shapes the homes that families will live in for years to come.
The project is subject to an Owner Controlled Insurance Program (OCIP), a compliance framework we're well-versed in across our growing portfolio of state-funded and federally supported affordable housing projects.
PWD's First Modular Build
Valley Vista Apartments represents a first for Pro-Wide Drywall: our first modular construction project. The dwelling unit modules are factory-built by Guerdon, one of the country's leading modular fabricators. Our scope is focused on all field-installed work — the rough carpentry framing that ties everything together on-site, including corridor and breezeway framing, roof framing, exterior connecting work, and all site-assembled components that Guerdon does not fabricate in the factory.
It's a different kind of challenge than traditional stick-frame construction, and one we're embracing. Coordinating field framing around pre-built modular units requires precision, close communication with the GC and other trades, and a crew that knows how to adapt. We're ready for it.
Why This Project Matters
Nearly 50 sites have been identified, developed, or completed through Governor Newsom's Excess Sites program and Valley Vista is among the most significant, representing a direct conversion of surplus military property into community benefit.
